GENERAL SUMMARY

Annual Salary: $42,682.18. min - $53,352.72 mid (Depending on qualifications)

To perform a variety of duties in the administration and implementation of the City's federal and state grant programs including the review and submittal of budget forms and other financial documents, program monitoring and reporting, and to provide professional assistance to the City's senior departmental staff on transit, Community Development Block Grant (CDBG), and other grant funding.Β

SUPERVISION

General supervision is provided by the Housing and Community Services Director and CDBG Supervisor.

ESSENTIAL DUTIES AND RESPONSIBILITIES


  1. All behaviors comply with the Code of Conduct & Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  2. Administer the City’s federal & state grant programs; prepare and review applications for the Housing Rehabilitation grant funding program; prepare and update the financial reports for the Housing Rehabilitation program, public notices, environmental reports and requests for program information.
  3. Coordinate with funding agencies, third-party contracted transit provider, citizens, transit customers, City staff, and other stakeholders in the implementation of public transit services for the City of Mesquite.
  4. Prepare, review, and verify a variety of documents, forms and reports for the CDBG rehabilitation program and contracted transit provider.
  5. Monitor budgets and expenditures; maintain budget data.
  6. Review invoices submitted by third-party transit service provider, contractors and other external entities as assigned.Β 
  7. Review, update, interpret and maintain a variety of files and filing systems related to federal and state regulations.
  8. Research, prepare and analyze data for use in planning activities and for publication in data summaries, research reports and for the development of new programs.
  9. Serve as the City of Mesquite designated User Manager, NTD Report Submitter, NTD Contact, and ECHO Web Approving Official for all City of Mesquite Federal Transit Administration grants.Β 
  10. Serve as one of the City of Mesquite's designated Subgrantee Administrators for all City of Mesquite Texas Department of Transportation Transit grants.Β 
  11. Assist the Director and Grants Compliance Officer conduct annual contract compliance audits of the third-party transit provider.Β 
  12. Coordinate with the City of Mesquite Finance Department and the Grants Compliance Officer in the submittal of grant reimbursement requests to various federal and state agencies, other governmental and non-governmental funding agencies, and the North Central Texas Council of Governments.Β 
  13. Prepare and submit performance reports and other grant-required reporting to various federal and state agencies, other governmental and non-governmental funding agencies, and the North Texas Council of Governments.
  14. Ensure compliance with all federal and state grant regulations.
  15. Assist with annual compliance reviews and audits.
OTHER DUTIES AND RESPONSIBILITIES

  1. Serve as the liaison with various committees and work groups regarding federal and state grants.Β 
  2. Attend public transit meetings, conferences, and workshops both locally and statewide
  3. Attend and provide staff support on a variety of boards and commissions including the City Council.Β 
  4. Assist the CDBG Supervisor and Department Director with special projects and programs.Β 
  5. Perform other duties as assigned.

MINIMUM JOB REQUIREMENTS

EDUCATIONΒ 

Bachelor's degree from an accredited college or university with major coursework in public administration, finance, business administration, non-profit management or closely related field.Β 

Four years of related experience may substitute for the degree requirement with a High School Diploma or GED.

EXPERIENCEΒ 

No experience is required.Β 

Familiarity with city or departmental budgeting and accounting processes is highly desirable.

Preferred: 1-2 years' experience with federal or state grants, particularly the U.S. Dept. of Housing and Urban Development, Federal Transit Administration, or Texas Department of Transportation. Β 

LICENSES AND CERTIFICATES

Possession of a valid driver's license.

Monday - Friday 8am to 5pm
