THE POSITION

Douglas County - Public Affairs OfficeΒ 

Full Time Position / Position works 40 hours per week, includes excellent full-family benefit package, PERS/OPSRP retirement and availability of deferred compensation retirement savings.

Onsite (Courthouse complex) childcare available at a discounted employee rate through Roseburg Professional Childcare (Fowler St. location only).Β Β Availability is subject to center waitlist.Β Β 
Job Summary:
This is a support position that helps to coordinate and assist in the management of all public relations and routine media information for Douglas County using a variety of presentation methods and formats; provides administrative, technical, and clerical support to the Board of Commissioners and Human Resources Department.Β

This is not an exhaustive or all-inclusive list of responsibilities, skills, duties or functions associated with the job.

  • Research, write, edit, design, and arrange information for publication of press releases and other information for distribution of public information; collaborate in the preparation of informational materials such as news releases, newsletters, fact sheets, annual reports, speeches, and public service announcements.Β 
  • Β Participate in the posting of information on the County’s website and social media platforms; utilize current communications technology; participate in the development, maintenance and effectiveness of the County’s website content, social media posts, and other informational communications for accuracy and appropriateness, examples include brochures, posters, reports, and flyers or their electronic counterpart.Β 
  • Represent the County to the public, media, and other agencies, which may include but is not limited to, making presentations, taking photographs, conducting interviews, summarizing information, participating in meetings, speaking in public, preparing formal responses to public records requests, and conducting community outreach. Β 
  • Provide administrative, technical, and clerical support to the Board of Commissioners, examples include maintaining calendars, answering phones, routing calls, assisting and screening items for meeting requests, assembling reference material, recording, preparing and reviewing Board meeting minutes, processing incoming/outgoing mail, drafting letters and emails, and providing assistance to the general public.Β 
  • Β Perform document retention functions and other various clerical and administrative duties to support the Human Resources Department.

POSITION REQUIREMENTS

SKILLS/QUALIFICATIONS:

Any equivalent combination of education and experience, which demonstrates the knowledge, skills and abilities required, will be considered. however, the following is preferred:
  • Associates Degree in public relations, communications, journalism, or related field and at least one year of continuous work experience in public relations or related filed requiring similar skills and abilitiesΒ 
  • Any satisfactory equivalent combination of education, training and/or experienceΒ 
Desirable Qualifications:
  • Highly skilled in the use and application of social media in dissemination of public information
  • Proficient skills in photography, videography, and drone pilotingΒ 
Required
  • At time of appointment, must possess valid Oregon drivers licenseΒ 
  • Regular and consistent attendance Β 

Knowledge of: General knowledge of communication principles and practices including structure and content of the English language, meaning and spelling of words, and rules of composition and grammar; wide-range of writing techniques to inform different audiences with various levels of comprehension. Basic knowledge of dissemination and communication techniques and methods including alternative ways to inform via written, oral, and visual media. Knowledge of typical administrative systems and procedures for operating business software such as desktop publishing, word processing and office filing systems; techniques of publishing and layout of newsletters, news articles and press releases; methods and techniques of data gathering and analysis of public opinion, including statistical analysis techniques. Skill and Ability to: Write and speak to transmit information so that an audience can understand the presentation; maintain confidentiality, explain points of view; interact with others and avoid offense in dealing with people; generate positive and fair media coverage of County issues. Gather, evaluate, and interpret data; identify sources of information; analyze problems and data to identify alternative solutions. Organize, file and retrieve materials and documents; manage time efficiently; understand and follow directions; demonstrate attention to detail, write complex correspondence.


SCREENING & EVALUATION

Background Investigation: While not part of initial applicant screening, the finalist for this position may be required to pass aΒ criminal history backgroundΒ as part of a contingent offer of employment. Β Conviction of a crime may not necessarily disqualify an individual from employment.Β 

Position requires a considerable amount of driving. Finalist will be required to provide a court print driving record that meets theΒ Douglas County Driver Policy, as part of contingent offer of employment.Β
