Job Purpose
New Destiny is in search of a Senior Manager of Grants and Contracts to join our Finance Team. The Senior Manager of Grants and Contracts is responsible for managing Federal, State, City and Private grants and contracts; serving as the organizationโ€™s primary point of contact with funding agencies; managing the full life-cycle of government and private foundation grants, managing the submissions to funding announcements and renewals, overseeing contract requirements, including grant submission and administration policies, systems, preparation and timely submission of billing reports, and documentation to ensure compliance. The position works closely with finance, development, andย 
program staff to ensure accurate, timely, efficient, and transparent processes are in place for managing grants and contracts. The position reports to Chief Financial Officer.

Responsibilities:
โ€ข ย  ย  Develops and maintains processes to monitor and track mandates and deliverables of grants and contracts in compliance with grant/contract terms and conditions.
โ€ข ย  ย  Administration of contracting documents, including Vendex Questionnaire and other required documents for grants and contracts.
โ€ข ย  ย  Assists CFO in establishing and maintaining government online procurement systems such as HHS Accelerator, HHS Passport, Statewide Financial System (formerly Grants Gateway), NYS Contracts, and Grants.gov, as well as managing various compliance sites.
โ€ข ย  ย  Manages contract amendments, close-out budget modifications, and other required documentation for government and non-government grants and contracts.
โ€ข ย  ย  Coordinates with the program and data and evaluation teams in the submission of CoC NOFO and CoC APR for the HUD Homeless Assistance Grants.
โ€ข ย  ย  Monitors expenditures for each grant/contract through the lifecycle of the grant/contract, and works closely with finance, program staff, and leadership team to ensure accurate financial reporting and procedural compliance on grants and contracts.
โ€ข ย  ย  Maintains New Destiny Position Control to ensure that jobs and positions are allocated in consistent with approved budgets, to ensure proper tracking and reporting of changes related to allocations and/or positions, and to ensure that program managers are informed of additions, deletions and changes of funding allocation to positions in their programs.
โ€ข ย  ย  Maintains indirect cost sharing expense allocation system to ensure that eligible cost sharing expenses are allocated in consistent with approved budgets, and to ensure that changes are made based on proper justification in compliance with grants/contracts.
โ€ข ย  ย  Assists the Manager and Financial Reporting and Analysis and the Controller in monthly closing and reviewing grant/contract expenditure tracking reports
โ€ข ย  ย  Prepares monthly or quarterly vouchers to government funders, ensuring timely submission and accuracy of all vouchers and related compliance reports.
โ€ข ย  ย  Monitors monthly drawdowns from HUD eLOCC system for the HUD Homeless Assistance Grants to ensure eligible expense reporting and proper documentation.
โ€ข ย  ย  Works closely with the Manager of Financial Reporting and Analysis to develop New Destinyโ€™s annual operating budgets, grants budgets, and department budgets.
โ€ข ย  ย  Establish protocol with program staff to ensure budget accuracy, identify and resolve surpluses and/or deficits.
โ€ข ย  ย  Monitor budget versus actual spending and collaborate with program, grants and fiscal staff for the projection and development of revised budgets as needed.
โ€ข ย  ย  Analyze monthly contract spending and collaborate with program staff in the interpretation of monthly budget versus actuals and suggest appropriate spending avenues.
โ€ข ย  ย  Prepare, submit and monitor budget modifications for all contracts and grants in accordance with contract and grant requirements.
โ€ข ย  ย  Interprets grant/contract policies and procedures to fiscal staff and program managers to ensure grant/contract budgets are properly spent-down and accounted for accurately.
โ€ข ย  ย  Assists with government audits and year-end audits
โ€ข ย  ย  Complete special projects assigned by the CEO or CFO.

Required Qualifications:
โ€ข ย  ย  Applicant must have a bachelorโ€™s degree in accounting, finance or related degree. Masterโ€™s degree preferred.
โ€ข ย  ย  Must have at least 3-5 years of experience in government grants/contracts administration, including specific experience in contract management with HUD, City and State grants and contracts. Must be able to show demonstrated success in on-time submission and reporting.
โ€ข ย  ย  Technical skills, analytical ability, good judgment, strong operational focus, and high ethical standards
โ€ข ย  ย  Well-organized and self-directed, while also operating as a team player.
โ€ข ย  ย  ย  Robust problem-solving skills and collaborative ability to work with others to facilitate the grant process
โ€ข ย  ย  Excellent written and oral communication skills, ability to reach out to other departments in the Agency as well as contacts from funding sources to discuss and work through daily issues as they arise Advanced knowledge of Microsoft Office applications (proficient in Excel spreadsheet)
โ€ข ย  ย  Must have exceptional project management skills with proven track record of working with tight deadlines.

Preferred:
โ€ข ย  ย  Masterโ€™s degree and knowledge of the development of affordable housing, LIHTC financing, government and private foundations grants and contracts accounting, and billing experience.
โ€ข ย  ย  Experience with Sage Intacct, Fund EZ financial software.
โ€ข ย  ย  Experience in Non-profit accounting is a plus.
โ€ข ย  ย  Flexibility and Action-oriented taking on new opportunities and tough challenges with a sense of urgency, high energy, and enthusiasm.
