Job Summary: The Budget Analyst will drive the budget process by assisting in developing, analyzing, and monitoring the agency’s budget, ensuring compliance with regulations, and recommending financial strategies to optimize resource allocation and financial performance. This position works closely with both the Program and Development teams to ensure accurate accounting and budgeting of all awarded grant dollars. This position is fully on-site in Santa Ana, California.

Essential Duties and Responsibilities:

Budget Development

  • Assist the annual budgeting process for the agency by projecting budgets for individual grants
  • Support the Development department in applying for new grants with government agencies and foundations
  • Communicate with program staff and funding source contract managers to gather necessary information for the preparation of budgets and to resolve any budgetary issues
  • Support the Accounting Manager and team with budgets, projections, and requests as needed
  • Research and prepare variance analysis and explanations

Grant/Contract Compliance

  • Knowledge of GAAP (generally accepted accounting principles), practices, and methods of budget analysis and cost control for nonprofit organizations
  • Maintain files of all grants, contracts, notice of grant awards, revisions to grants, and other related documentation
  • Review grant proposals for financial feasibility and compliance with funding agency guidelines
  • Manage budget amendments and necessary approvals for changes in grant spending
  • Support funder audits
  • Develop and maintain comprehensive grant budget tracking systems
  • Manage the monitoring process of grant partners
  • Assist with external audits related to grant funding, including the Single Audit
  • Prepare the annual Schedule of Expenditures of Federal Awards
  • Maintain robust internal controls as required by Uniform Guidance to ensure the accuracy and integrity of grant financial data

Strategic Advisory

  • Forecast future grant revenue and expenses to support budgeting and cash flow analyses

Cross-Functional Collaboration

  • Provide financial guidance and support to program teams on project budgeting and expense management
  • Work closely with program managers to understand project goals and ensure alignment with grant funding
  • Communicate financial performance of government contracts

Accounts Receivable

  • Monitor timeliness of monthly invoices to ensure deadlines are met
  • Monitor collection of receivables and review AR aging reports
  • Maintain strong relationships with contract points of contact
  • Review monthly salary allocation, fringe benefit charges, and indirect cost allocation, and ensure proper revenue recognition
  • Review expense allocations ensuring allowability under contract guidelines and requirements

Miscellaneous

  • Perform other duties as assigned by supervisor

Qualifications

Requirements:

Education and Experience

  • Bachelor’s Degree in Accounting
  • At least 3–5 years of experience in grants and contracts accounting, budgeting, and reporting
  • Thorough knowledge of budgeting, financial control, and government reimbursement claims
  • Proficiency in Microsoft Excel
  • Knowledge of applicable OMB regulations and guidelines preferred
  • Experience with Abila MIP preferred
