GENERAL SUMMARY
Under the general supervision of the Sr. Executive Director of Communications, the Director of Grants Management will lead the organization’s grant development, administration, and compliance functions. This position plays a critical leadership role in securing and managing federal, state, and private funding to support rural healthcare delivery, behavioral health services, workforce development, and community-based initiatives throughout East Central Illinois.
The Director will work closely with executive leadership, clinical departments, outside consultants, The East Central Illinois Rural Consortium, and regional partners to align funding strategies with organizational priorities and community health needs.

PRINCIPLE DUTIES AND RESPONSIBILITIES
1. Facilitate consortium-level meetings include quarterly consortium management team meetings, monthly consortium implementation team meetings.
2. Attend all events of the East Central Illinois Rural Consortium they are assigned to, i.e., Opioid Coalitions, Juvenile Justice, HRSA, SAMHSA, IDPH and other Community organization meetings.
3. Ensure high quality of communication between and among the consortium members.
4. Lead identification, evaluation, and pursuit of funding opportunities (e.g., HRSA, SAMHSA, USDA, FEMA, CDC, EDA, IDHS, IDPH, RWJ, and other private foundations).
5. Develop and implement a comprehensive grants strategy aligned with GAHHS's strategic priorities.
6. While working with outside grant-writing consultants, the Director will oversee proposal development, including review and approval of narratives, budgets, attachments, and compliance with funding requirements.
7. Oversee Grant Administration & Compliance
8. Ensure full compliance with 2 CFR Part 200 (Uniform Guidance) and all grantor requirements.
9. Manage post-award activities, including reporting, monitoring, and audit readiness.
10. Establish internal controls and policies for grant lifecycle management.
11. Maintain collaboration and leadership by coordinating with internal departments, including finance, clinical services, and operations.
12. Serve as liaison with regional partners such as public health departments, educational institutions, and rural healthcare networks.
13. Supervise grant-writing consultants and data/reporting personnel as applicable.
14. Data & Performance Management
15. Oversee collection, analysis, and reporting of grant performance metrics.
16. Ensuring alignment with grantor reporting systems (e.g., HRSA, SAMHSA, IDHS).
17. Utilize data to support continuous quality improvement and program sustainability.
18. Ensure a successful inception process and continuing communication on the relevant activities in the project so that all those involved are fully aware of objectives, expected outputs and outcomes, work plan and budget lines related to grant activities.

2. Physical lifting requirements:
• Floor to waist - 20 pounds
• 14” to waist - 30 pounds
• Waist to shoulder - 10 pounds
• Shoulder to overhead - 10 pounds
• Carry 20 pounds for 30 feet
• Push 10 pounds/force for 15 feet
• Pull 10 pounds/force for 15 feet
3. Work requires ability to sit at a computer for long periods of time. (2-3 hours).
4. Work requires communication abilities necessary to gather and exchange information with customers on a daily basis.
5. Excellent telephone and public relations skill required, often in pressure situations.
6. Visual acuity to proof-read and check typed and handwritten documents for accuracy daily.
7. Ability to use a computer both to enter and retrieve data.
8. Ability to function professionally in stressful and space-limited conditions.
REPORTING RELATIONSHIP
1. Reports directly to the Sr. Executive Director of Communications.
2. Has responsibility of leading and managing the Admin Assistant-Grants support position.
EDUCATION, KNOWLEDGE AND ABILITIES REQUIRED
1. Master’s degree in public health, Healthcare Administration, Business Administration, or related field preferred, or
2. A bachelor’s degree with equivalent professional experience.
Experience
1. Minimum 5–7 years of progressively responsible experience in grant writing, grant management, public funding administration, public healthcare management, or equivalent management experience preferred.
2. Demonstrated success in securing and managing federal and state grants.
3. Experience in healthcare, rural health systems, or public health strongly preferred.
Technical Competencies
1. Proficiency in grant management systems, budgeting, and reporting tools.
2. Proficiency in Microsoft Suite components (Word, Excel, PPT)
Preferred Qualifications
1. Experience with rural healthcare initiatives, including SUD/OUD programs, maternal health, children’s healthcare, or workforce development.
2. Familiarity with consortium-based grant models and multi-agency collaborations.
3. Track record of managing multi-million-dollar grant portfolios.

Category 3 - No Risk - Your job does not involve exposure to blood, body fluids or tissue. You do not perform or help in emergency medical care or first aid as part of your job.
WORKING CONDITIONS
The majority of the time will be working out of An office environment, in an office, potentially with other people. Personal space may be limited. Possible work from home circumstances if approved by Sr. Executive Director. Time constraints are a source of pressure due to deadlines for media outlets. The department is otherwise free from physical injury when proper safety guidelines are maintained. The highest levels of confidentiality are critical in this position.
