Job Characteristics

The City of Eustis is seeking a trustworthy, responsible individual who, under general supervision, will perform highly specialized and responsible administrative work to include Β researching, writing and completing applications for grants. This position will be primarily responsible for researching and identifying potential grant opportunities, completing grant applications and coordinating the applications with various departments. This will involve coordinating with internal/external agencies to identify potential funding sources, developing and editing grant proposals and monitoring all active grant projects as required by funding sources and federal/state regulations. Β Work requires the exercise of independent judgment within established policies and procedures. Β Work is evaluated through oral and written reports, observations and results obtained.

Essential Job Functions

  • Organizes, composes and submits applications for Federal, State and locally-funded grants;Β 
  • Performs research and collects social and economic data for grant applications;
  • Monitors and implements all Federal, State, and private funder grant award logistics from award to completion;
  • Coordinates and tracks the City’s grant application portfolio using project management methodology to ensure the effective administration of grants, focusing on compliance and robust internal controls;
  • Analyzes and evaluates data and makes recommendations;Β 
  • Searches and checks the Federal Register and Internet for grant funding opportunities;Β 
  • Prepares detailed reports;Β 
  • Prepares and presents written and/or oral presentations to committees, organizations and other agencies;Β 
  • Coordinates the administration of approved grants, as needed;Β 
  • Monitors and coordinates activities of open grants programs, as needed;Β 
  • Inspects work in progress and ensures timely completion of tasks, as needed;Β 
  • Reviews quarterly reports;Β 
  • Approves reimbursement requests for grant funds, as needed;Β 
  • Prepares amendments to grants;Β 
  • Answers questions and complaints from the public, officials and other agencies;
  • Works closely with the Grants Accountant to ensure all City and funder requirements are met;
  • Serves as liaison with various community development programs;Β 
  • Lobbies for support from various politicians, local groups, civic clubs, governmental agencies, etc.;Β 
  • Attends professional workshops, conferences and seminars;Β 
  • Performs other related duties, as required.
Other Job Functions:Β 
  • Assists the City in the preparation for and aftermath of a major emergency such as a hurricane or other storm or disaster, as needed

Requirements

Knowledge, Abilities and Skills:Β 
Knowledge of the principles, practices and methods of grant preparation and administration; advanced skill and knowledge in grant writing and grant administration; knowledge of research techniques and procedures; knowledge of the principles of public administration. Ability to plan, evaluate, assign and coordinate departmental activities; ability to establish and maintain effective working relationships with the community, public officials and other city employees; ability to express oneself clearly and concisely in verbal or written form; ability to assemble, organize and analyze data findings; ability to remain at a city work shelter, before, during and after a hurricane or other storm or disaster, if asked.

Minimum Qualifications:
Bachelor's Degree from an accredited college or university in Public Administration or related field supplemented by three (3) years’ work experience in grant administration, planning or related governmental experience. Β An equivalent combination of education, training and experience may also be considered. Β  A valid Florida Driver’s License with an acceptable driving record is required.

Working Hours:

Monday through Friday, 8:00 a.m. to 5:00 p.m.

Physical Demands:
This is primarily sedentary work. Requires sitting for long periods of time; bending and reaching; good finger/hand dexterity and hand/eye coordination; good eyesight, hearing and speech.

Salary Information:

$22.9521 to $34.3021 per hour; EXCELLENT benefits (Note: Β See Benefits Tab for more information). Β Applicants should expect a starting salary of $22.9521 per hour. Β Only applicants with the most job-related qualifications will be selected for interview and further consideration. Β Additional consideration may be given to applicants with more extensive education, training, or experience. Β Following a thorough background investigation including a criminal history and driver’s license check, the candidate will be given a conditional offer of employment. Β The final candidate will be required to pass a drug test and medical exam.
