Job Summary

Under general or policy direction, incumbent plans, directs and organizes assigned programs and activities of the Grants Office and Capital Projects for San Joaquin Regional Transit District (RTD); and performs other duties as assigned.Ā 

Grants:
Incumbent is responsible for managing federal, state, and locally funded transit grant programs awarded to RTD. These grants are used to fund RTD’s capital program, planning activities, and operating expenses. Ensures compliance with all statutes, regulations, and other grant requirements associated with these funding opportunities. Incumbent is the main point of contact to external oversight officials and funding partners; and directly supervises the work of subordinate grants staff. Incumbent is responsible for higher-level management and oversight of the work of professional personnel engaged in performing the full range of grant activities for RTD including grants that are used to fund RTD’s capital program, planning activities, and operating expenses. Incumbent is expected to exercise considerable discretion and good judgement in carrying out responsibilities independently and with a thorough understanding of grant and procurement policies, procedures, and customer service issues.

Capital Projects:
Incumbent plans, develops, monitors, and evaluates complex project management activities for RTD capital projects; ensures compliance with applicable Federal, State, and Local laws and regulations; works closely with internal and external stakeholders to coordinate timely and seamless service delivery of projects. Incumbent is responsible for managing RTD’s multi-year Capital Improvement project work, delivering RTD’s Annual Capital Budget, and ensuring the District’s capital and rehabilitation projects are completed on time and within budget. Incumbent also supports and collaborates extensively with other project leads and subject matter experts within the agency and indirectly supervises contractors and consultants.

Essential Duties and Responsibilities

Grants:

  1. Manages pre-awarded grant functions including planning, programming, grant application preparation and submission, and certification and assurances to ensure grant application documents meet all requirements.?
  2. Manages post-awarded grant functions including monitoring, reporting, project management, and closeout to ensure grants meet all requirements. Works with RTD’s finance staff to ensure grant funds are used for allowable costs.?
  3. Maintains complete and accurate records, files, and electronic data. Continually updates policies and procedures to ensure compliance with all grant funding requirements.?
  4. Conducts research on new grant funding opportunities and emerging grants. Makes recommendations on new grant opportunities for RTD to pursue and submit grant applications in accordance with CEO approval.
  5. Represents RTD at San Joaquin Council of Governments Board meetings, technical advisory committee meetings, and other grant-related meetings from funding agencies. Monitors agenda items pertaining to RTD’s interest, programs, and operations. Ensures RTD leadership is informed promptly on any issues affecting RTD’s funding, takes independent action to mitigate issues that jeopardize funding.
  6. Conducts training and provides information to subordinate staff and colleagues in other RTD offices such as Finance and Operations.?
  7. Supervises and directs the work of grants staff.
  8. Prepares a variety of reports, correspondence, and records.
  9. Presents information, proposals, and/or recommendations clearly, logically, and persuasively, including at public meetings.
  10. Represents RTD at meetings and with local partners.
  11. Performs as a hands-on "working" manager.
  12. Performs other incidental and related duties as required and assigned.

Capital Projects:
  1. Manages and coordinates all phases of project management by leading the planning and implementation of projects, analyzing and monitoring goals and objectives to achieve assigned priorities, maintaining appropriate documentation, performing project evaluations and assessments, and reporting results.
  2. Serves as project manager on special projects involving personnel from multiple departments within RTD and outside consultants and contractors; coordinates assigned work with other RTD departments to set priorities and allocate resources and staff.
  3. Manages the development and implementation of department goals, objectives, policies, and procedures; oversees project controlĀ policies, andĀ ensures efficient service delivery.Ā Supervises, trains, and evaluates technical and clerical staff.Ā OverseesĀ the relocation of property occupants for project implementation.
  4. Coordinates and assists with research for documentation preparation (e.g., pre-contract award and grant funding pre-award), andĀ integratesĀ purchasingĀ contracts functions and responsibilities with other departments.?
  5. Facilitates the preparation of project specifications by collaborating with subject matter experts and stakeholders to define requirements, tasks, timelines, cost estimates, and resource allocation. Develops and executes comprehensive Project Management Plans, covering objectives, schedules, risks, roles, budget control, procurement, and closeout procedures.?
  6. Serves as the primary liaison between project leads, subject matter experts, internal departments, legal, and vendors. Collaborates with internal departments to develop the annual Capital Budget and works with Finance and Grants to ensure alignment with available funding. Reviews and approves complex design and construction invoices.
  7. Maintains RTD’s Ten-Year Capital Program inĀ accordance and complianceĀ with RTD’s Transit Asset Management Plan and State of Good Repair.
  8. Develops contract documents to secure design and engineering services for construction projects and obtain Right of Way acquisition and relocation services.?
  9. Develops progress reports and reporting procedures that are routine within the construction industry.
  10. Participates in evaluating bids and recommends contract awards for actions necessary to implement the project.?
  11. Prepares required reports and correspondence that are routine within the construction industry and reports on project progress to all stakeholders.?
  12. Ensures?successful integration and ongoing management of project controls software and the Enterprise Resource Planning (ERP) system.
  13. Provides planning, support, training, and oversight of project management processes, contract management, vendor performance, andĀ recordsĀ retention for user departments.
  14. Creates, reviews, and evaluates all project management activities for compliance with Federal, State, and Local requirements and with RTD's policies and procedures; creates and tracks project management Key Performance Indicators.
  15. Assists in the Disadvantaged Business Enterprise (DBE) Program to help maintain compliance with project management rules and regulations.
  16. Participates with all levels of RTD management in establishing strategic plans for RTD; sets overall management and policy goals and objectives for the department; coordinates department program and policy issues with the heads of other departments and/or on an agency-wide basis.
  17. Facilitates andĀ leadsĀ required meetings, such as quarterly capital project update meetings, and meetings with internal project leads.
  18. Manages and reviews project budgets, including final project cost and close-out reports.
  19. Ensures project documentation, correspondence and records are stored n accordance with department needs and applicable regulations, laws, and funding requirements.
  20. Present information, proposals, and/or recommendations clearly, logically, and persuasively, including at public meetings.
  21. Represents RTD at meetings and with Local partners.
  22. Conducts regular site inspections and audits to ensure compliance with safety and environmental regulations.
  23. Performs other incidental and related duties as required and assigned.

Qualifications

Knowledge of:

Grants:

  1. Knowledge and understanding of state and federal transit laws, regulations, circulars, and policies to comprehend grant requirements, conduct internal reviews, and update required documents.?
  2. Effective grant writing that displays meticulous grammar and spelling.
  3. Ability to prepare grant applications using online tools such as the federal transit grants software (TrAMS), the state’s grant making software (BLACKCAT), and other automated grant making systems.
  4. Ability to prepare project budgets that are feasible and compliant with grant requirements.?
  5. Effective leadership and supervisory knowledge, skills, and abilities to direct grants staff.
  6. Principles and practices of effective supervision.
  7. Program analysis, cost/benefit evaluation, budget preparation, capital and financial forecasting techniques, project management and project control.

Capital Projects:
  1. Principles and practices of public agency planning and project management including, capital projects, public works, budgeting and accounting, grant funding/awards, contracts, purchasing, RFP/solicitation requirements, and maintenance of public records.
  2. Public sector planning, funding, operations, and regulations regarding the development and construction management practices of facilities.?
  3. Disadvantaged Business Enterprise (DBE) Program requirements.
  4. Federal, State, and Local laws and regulations and District policies and procedures applicable to Local government project management.
  5. Working knowledge of the zoning and building codes of the city.

Grants:
  1. Ability to manage risk and understand what constitutes financial and program risk as it relates to grants.?
  2. Ability to create a program plan for managing RTD’s grants and track progress from award to grant close-out.
  3. Define issues, analyze problems, evaluate alternatives, and develop sound, independent conclusions, and recommendations in accordance with laws, regulations, rules, and policies.
  4. Prepare budget forecasts and projections of revenues and expenditures plans for planning projects. Assist in budget preparation.

Capital Projects:
  1. Manage the activities of capital projects, identify potential project risk, develop mitigation strategies, recommend, and implement goals, objectives, and practices for providing effective and efficient services.
  2. Plan, organize, and direct the functions of project management staff as assigned.
  3. Take initiative, reason logically, and be creative in developing and introducing new ideas.?
  4. Manage multiple projects and processes involving personnel from several departments, as well as consultants and vendors.?
  5. Prepare project management budgets and projections of expenditure for capital budgets and proposed contracts by project, to maintain funding eligibility as required by law.
  6. Communicate and interface with project team members, consultants, and outside agencies.
  7. Analyze and evaluate construction plans and specifications.
  8. Understand, interpret, apply, and explain applicable laws, codes, and ordinances.
  9. Understand, interpret, and facilitate negotiation of contracts and agreements on behalf of the RTD.

Education, Training and Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is:

Graduation from an accredited four-year college or university with major coursework in public or business administration, Construction Management, Civil Engineering, or a closely related field; and seven (7) years of progressively responsible experience in the development, administration, and financial tracking of grants and/or project management at least three (3) of which were in a supervisory or program management, public, government, or non-profit contract development administration capacity; in the engineering and/or construction industry; or an equivalent combination of training and experience. One (1) additional year of the required experience may be substituted for each year (30 semester hours) of the required education.?

Proof of required education beyond high school, such as college transcripts, diplomas, and/or certificates may be required at time of employment.

Licenses; Certificates; Special Requirements:
A valid California Class C driver's license.
Experience in a public transit agency or governmental setting is preferred.
